Evidence: MULES Reports-Behind Every Traffic Stop

When a law enforcement officer pulls you over or is dispatched to an incident, one of the first things they do—often before even stepping out of their vehicle—is run a MULES check. That MULES report is then added to the CAD report.

NOTE: Recently MULES reports have been redacted even for defense attorneys, but they can be viewed in secure area (e.g., the prosecutor’s office).

What is a MULES Report?

The Missouri Uniform Law Enforcement System (MULES) is a statewide, computerized network managed by the Missouri State Highway Patrol. It acts as a central hub where officers and dispatchers can instantly access critical criminal justice information.

When an officer runs your name or license plate through MULES, they are looking for specific “hits,” including:

  • Outstanding Warrants: Felony or misdemeanor warrants from any jurisdiction in the state.
  • Caution Indicators: Alerts if a person is known to be armed, violent, or has a history of assaulting officers.
  • Offender Registries: Information on registered sex offenders.
  • Stolen Property: Records for stolen vehicles, boats, or license plates.
  • Missing Persons: Data on endangered or missing individuals.

Why This Matters for Your Defense

If MULES data was used improperly during your arrest—or if an officer claims the existences of a “felony warrant” to arrest you for “felony resisting arrest” when no such warrant was listed on MULES; or if the officer claims a non-existent “Caution” flag to justify a higher level of force—it can be a critical point of contention in your case.
