Missouri Department of Corrections Legal Mail (change – effective July 1, 2026)

Subject: Missouri Department of Corrections Transition to Electronic Privileged Mail – Secure.Li Registration Required to Send Legal Mail

The Missouri Department of Corrections (DOC) is implementing a new statewide system for attorney‑client privileged mail. Effective July 1, 2026, DOC will no longer accept paper legal mail. All privileged documents must be sent electronically through Secure.Li or hand‑delivered during an attorney visit. The hand delivered documents will be copied [with the copies provided to the client].

Secure.Li accounts are monitored for activity. If there has been no login or upload activity within 30 days, the user receives a notification email giving a 2-day warning. During that time, a user can log in to keep the account active. If no action is taken, the account is deactivated. Once an account is deactivated, the user will need to submit a new request to regain access. Please keep this in mind when requesting an account.

Key Highlights of the New System

  • All privileged documents must be uploaded as PDFs (up to 99 MB).
  • DOC does not have access to the content of privileged mail.
  • Clients receive notifications and can view and print documents for 30 days at no cost.
  • Clients in restrictive housing or without library access will have printing options in their unit.
  • CDs/DVDs may still be mailed if clearly marked as privileged; flash drives and faxed materials cannot be sent.
  • Non‑privileged correspondence must continue to go through the Digital Mail Center or DOC’s e‑messaging vendor.
  • Missouri State Public Defender (MSPD) will supply postage-paid return envelopes to DOC facilities before July 1, 2026, for returning original, signed documents.
