Not having license (or having one that is suspended or revoke) and driving can mean (more) criminal charges — a deeper hole to dig out of.
I think this is a burden that disproportionally impacts people rural areas without public transportation and long distances between home and work (and school and church and doctors and court, etc.)
Having a driver’s license is essential.
