1. The $375 Assessment (The First Step) [$375]
NOTE: My post regarding Missouri’s SATOP or Substance Awareness Traffic Offender Program law (it is more legal than this practical post) is here.
Everyone starts with an Offender Management Unit (OMU) screening. A qualified professional will review the client’s driving record and conduct a clinical interview to determine the appropriate level of intervention. Cost: $126; plus Supplemental Fee (currently $249) that goes to Mental Health Earnings Fund [paid for at time of assessment] total = $375
- Complete assessment ($126); and pay Supplemental Fee (currently $249) = $375.
- Complete SATOP ($200 / 10 hours to $1523 / 75 hours])
- Pay reinstatement fee ($20)
Tip: Consider scheduling your assessment as soon as possible. Even if your case is not resolved yet; completing SATOP early shows the court proactive responsibility and prevents delays in getting your license back.
After the assessment individuals are referred to one of four levels.
2. The Four Levels of SATOP + [Cost; Time]
Level I: Education [$200; 10 hours]
- OEP (Offender Education Program): A 10-hour course for lower-risk first offenders focused on the consequences of impaired driving.
- Fee: $200.00
- ADEP (Adolescent Diversion Education Program): A 10-hour course tailored for minors (MIP, Zero Tolerance, or “Abuse and Lose” offenses).
- Fee: $200.00
Level II: Weekend Intervention [$482; 20 hours]
- WIP (Weekend Intervention Program): A 20-hour intensive program for repeat or high-risk offenders, typically completed over a single structured weekend.
- Fee: $474.46 (plus ~$7 for materials)
Level III: Clinical Intervention [$1,084; 50 hours]
- CIP (Clinical Intervention Program): A 50-hour outpatient program for persistent offenders or those with dependency risks. Includes counseling and education; usually completed in 5–6 weeks.
- Fee: $1,083.43
Level IV: Intensive Treatment [$1523; 75 hours]
- SROP (Serious and Repeat Offender Program): A 75-hour outpatient treatment program spanning at least 90 days for high-risk individuals.
- Fee: $1,522.50* *
- Traditional Treatment: Residential or outpatient services for those with multiple offenses or high re-offense risk.
- Fee: Varies by provider.
Note: Fees for Levels II, III, and IV may be reduced for those who qualify for financial assistance based on a state-standardized means test.

3. Key Requirements
To successfully complete SATOP, clients must:
- Pay the assessment and supplemental fee ($375)
- Complete the Assigned Level ($200 / 10 hours to $1523 / 75 hours])
- File Completion Electronically: The provider will notify the Department of Revenue (DOR) once the program is finished.
4. REINSTATEMENT:

- After you file the completion and DOR is notified ;
- Pay reinstatement fee ($20)
